The tendency of the UN has been to address these several components in an ad hoc way: peacekeepers have been sent to build military confidence; relief workers have been sent to address short-term humanitarian emergencies; development agencies have helped to address long-term social needs; human rights advocates have helped to educate populations about the need to foster and protect human rights; and representatives of international financial institutions have tackled budgetary and monetary problems.

Incomplete Adherence to Agreements Even where civil wars were brought to an end, as in Namibia, Mozambique, El Salvador, Nicaragua and Zimbabwe, many of the provisions of the peace accords were left unfulfilled in order to muddle through to an election. However, the failure to carry out all aspects of the accords has had dangerous implications for long-term stability in those countries. A failure to demobilize soldiers promptly and to provide them with adequate financial means may lead to continuing political instability, as happened in Zimbabwe in the 1980s; or may create large-scale banditry, a problem that has plagued Cambodia, El Salvador and Mozambique.

It is beyond the scope of this article to examine this complex area in detail, but critics point to the disparate, decentralized nature of the UN humanitarian response system in general and the lack of a clear, authoritative leadership established in a single agency. Particularly controversial is the role of the DHA, which was set up to strengthen the co-ordination of humanitarian emergency assistance and also to manage the relief-development transition. It is claimed that the DHA has been slow to make the most of its resources and mandate.
